Richardson outlined the main points of the preliminary agreement: The city announced that it had reached a «provisional» collective agreement with the Guild of the Federal Police Department at the November 6 City Council meeting. The agreement negotiated two retroactive wage increases, with a 1% increase from January 7 and a 2% increase on July 1, as well as two future increases of 1% increase on January 1, 2021 and a 2% increase on July 1, 2021. The agreement results in an overall increase of approximately $40,000 for four commanders over a two-year period. Lawyer Pat Richardson gave details of the deal and said she hopes the two sides will be able to reach a consensus on health care providers and a few other issues. The Chair of the Board, Susan Honda, submitted the application for approval and the agreement was unanimously approved by the Board. The Council unanimously approved the provisional agreement. The FWPD guild`s decision was not available at the time of going to press. «We felt this contract was a reasonable agreement, approved by City Council, to track market adjustments and maintain some good employees with the city,» said Tyler Hemstreet, communications coordinator for the Federal Way Mayor`s Office. «We need these superiors to do their managerial work in this department.» The last full agreement was in 2007-08, she said. There were two renewals and the current contract expired on December 31, 2011.
Richardson said the proposal before the council was a bit unusual, as the guild had not yet ratified it. At the July 21 meeting, attorney Ryan Call presented the collective agreement for Teamsters Local 117, the union representing federal way police commanders, for approval by council. This is a new union for commanders and the first contract negotiations the city went through with the Local as a bargaining unit. The two-year wage increase agreement applies for a retroactive period from January 7, 2020 to December 31, 2021. The total salary compensation costs and total compensation for the four employees are $1,405,424.
