Before the meeting of the Joint Committee, the Chairman, if he deems it necessary, or at the request of a delegation or of the Commission, shall be convened by the competent body of the Council to determine whether a given matter should not be referred to the Joint Committee or whether another particular matter should be discussed or settled first within the Union (e.g.B. visa or other matters; to which the association procedure referred to in Article 6 of the Schengen Protocol does not apply strictly). In accordance with EU Regulation 1931/2006, Schengen States that share an external land border with a third country have the right to conclude or maintain bilateral agreements with neighbouring third countries for the purpose of implementing a local border traffic regime. .
