In which situations is it permitted to use the horn? The DGT explains
The horn should be used as a tool to warn other drivers of a danger and to make our position known.

The Dirección General de Tráfico, once again, has set itself the goal of raising drivers’ awareness and has published on its social media profiles the situations in which it is permitted to use the horn. We are sure that at some point you have lost your temper in a traffic jam, at a dangerous junction, at a roundabout or even to greet someone. From now on, avoid using the horn in these situations if you don’t want to get a scare in the form of a fine.
In its post, the Dirección General de Tráfico has given three situations in which it is acceptable to sound the horn. It should be noted that these are common-sense situations, but it is always useful to review them. Remember that using the horn improperly can lead to fines of up to 80 euros. Furthermore, if for any reason your car has no horn or it does not work properly, the penalty can rise to 200 euros.

These are the situations in which it is permitted to sound the horn
Use the horn only as a warning or to avoid a dangerous situation. For example:
✔️ Before overtaking a two-wheeled vehicle at or near a level crossing.
✔️ When you are trying to avoid an accident.
✔️ On narrow roads with many bends.#RespetaYConvive pic.twitter.com/2hfONnxSse— Dir. Gral. Tráfico (@DGTes) August 9, 2021
Under the motto #RespetaYConvive the Dirección General de Tráfico reminds all drivers that the horn may only be used as a warning or to avoid a dangerous situation, such as warning of an accident, on stretches with bends and poor visibility, and when overtaking two-wheeled vehicles at a level crossing.
It is important to stress that the horn should be used as a tool to warn other drivers of a danger. In this way we make our position known and alert other road users so that they take extra precautions.
