Since March 16, Madrid Central has begun to fine drivers. From that date, only access to Madrid Central will be permitted for residents, guests and vehicles that either hold the ECO or Zero badge or are heading to a public car park.

To enter Madrid Central, it is essential to have an environmental label. Vehicles with the zero-emissions or ECO badge may circulate freely. Vehicles with a B or C badge may only enter to park inside a public car park.

In addition to holding the badges, drivers registered in the Centro District may access the area and apply for authorisation as residents of the Regulated Parking Service (SER). This way, they may drive all vehicles registered in their name. If they do not live in the area, access is possible through invitations. The City Council will issue 20 24-hour invitations to registered residents over the age of 16.

People with reduced mobility will need to provide their registration plate to the City Council in order to access the Madrid Central area, regardless of the environmental badge the vehicle holds.

What fines do drivers face?

The Madrid Central fines are similar to those applied in other Residential Priority Areas (APR). This means that when any of the requirements is not met, drivers will receive a notice for a minor infringement. The Madrid City Council states that any citizen may appeal this type of fine. However, they will have 30 days from the date the infringement is notified. To appeal Madrid Central fines, the affected driver may go to the Municipal Registry Offices or submit a claim online.
