More restrictions in Madrid: without a DGT label you cannot park in the SER zone
Madrid City Council has begun notifying all owners of cars without an environmental label that they will not be able to park in the SER zones

Madrid wants to improve traffic in the city centre, so the new measure has been announced, joining the rest of the measures against pollution in the city centre. The new restriction will come into force on 1 January, and parking in the SER zone in Madrid will be prohibited, both in blue and green zones, for all cars that do not have an environmental label from the DGT.
Diesel cars registered before 2006 and petrol cars registered before 2000 will not be able to park in these regulated parking zones. This will take effect from that day, even if it is a public holiday and the regulated parking zones do not issue the corresponding ticket. And be warned, there is a considerable fine for those who break this rule.

If a vehicle without a DGT environmental label is parked, the fine is 90 euros, with no penalty points on the driving licence. If it is paid early, the fine is reduced by 50%, leaving 45 euros. The city council is beginning to publicise this situation during these last days of 2019 so that all drivers are aware of this situation and do not park in the regulated parking zones.
To do this, it will send 42,000 personalised letters to owners of cars without an environmental label, as well as distribute 50,000 information leaflets with all the details of the regulations. Bus shelters, digital advertising columns and the information screens on the M-30 ring road, as well as the media, will also provide information so that no one is left unaware of the new parking restriction.
Residents who hold a parking permit in these zones will be able to apply for an authorisation to keep their cars there as before. These are the exceptions that will be taken into account for parking cars without an environmental label:
- Vehicles with an SER resident authorisation in their respective neighbourhood.
- Commercial and industrial vehicles that hold an SER parking authorisation.
- Auxiliary vehicles supporting the operation of the general regular urban public collective transport service.
- Two- and three-wheeled vehicles.
- Vehicles transporting people who hold and use the special authorisation for Persons with Reduced Mobility.
- Vehicles used for essential services.
